Time zones are based on longitude: the world is divided into 24 roughly 15-degree-wide bands measured from the Prime Meridian (0° longitude, UTC). Each 15° of longitude represents about one hour of time difference, though political borders mean actual zone boundaries often bend to follow country lines rather than following longitude exactly.

UTC offset is the number of hours (and sometimes minutes) a location's clock is ahead of or behind Coordinated Universal Time (UTC), written as UTC+X or UTC−X. GMT (Greenwich Mean Time) is functionally the same as UTC±00:00 in practice, but UTC is the modern, time-zone-neutral standard used for offsets worldwide, while GMT specifically refers to the time in the UK's home time zone.

No — this calculator uses each zone's fixed standard UTC offset and does not apply Daylight Saving Time adjustments, since DST start/end dates vary by country and change some years. If you're converting a time during a DST period (roughly spring through fall in the US and Europe), the actual local clock may be one hour different from the offset shown here — double-check against a DST-aware source for dates that fall in that window.

Pacific Time (PST, UTC−8) is 3 hours behind Eastern Time (EST, UTC−5). So 12:00 PM EST is 9:00 AM PST. During Daylight Saving Time this 3-hour gap generally still holds since both US zones shift together, but always confirm against current-year DST dates if precision matters.
